Slightly off topic but Scissors are essentially two fixed knives connected by a pivot

Absolutely. I never said our laws make sense. But I wouldn’t recommend anyone carry scissors around with them either. They can be classed as a fixed blade. Same law applies. You need good reason.

Its going back a bit, but the deciding factor was if the knife part was removed from the tool, then it would still have an integral useable handle and blade as opposed to just a blade. A similar design to concealable thumb knives in fact.

That reminds me of an interesting discussion I had with a police friend who said a Peasant Svord would also be classed as a fixed blade because you could remove the handle and still use it as a functioning knife (especially if you had little pixie hands). he did also think that stiff slip joints could be considered lock knifes (and therefore fixed blades)
