Where can I get a long digging hoe?

Well, you just need to get through the clay and stir stuff up a bit. Get some organics into it, and stuff will grow fine :)

So long as they can get their roots into something and not drown, given enough light, most native plants will grow in our climate.

We're on heavy Lanarkshire blue clay, but under that is a strata of coal seams, sand and sandstone rocks.
Get it opened up a bit and it's pretty lush here.
 
Hence the regular horse poo collection, and the need for the serious digging hoe . At least, near Manchester I don't have to worry about water. I swear, this afternoon the local zoo went past in pairs, looking for a bloke building a big boat. Forty days and forty nights? Eee, that were luxury. Did I mention I've been in Yorkshire for the last 25 years?
The garden will get there, but it might take a while.

That’s a Chillington hoe or something so similar that it makes no difference.

There are shield shaped blades and three tine fork versions.
