Yup, by turning off and on again, you shift any muck that may be clinging to the vapouriser needle.
Better make sure that its all tight at that end.
Or, praps the mantle holder aint quite tightened up proper, did you try to wrap around the tag end of the mantle to act as a seal? cos they aint usually like this, at all.

Should be burnin your eyes out.
For my ten pennorth, I,d give it a couple more tries and then tek it back!
