This is really true
I was in Norway last month & the temp was about -12 ish. The mobile had signal but not power. Stuffed the battery in the waistband of my thermals overnight and had about 25% power. Called the missis for 10mins and switched off as tha power was almost gone. back to the cottage after 3 days and the power that evening went back to 50%.
So warming the battery (if its quite cold) will definately bring up the power, maybe not enough to make a call but maybe enough to get a signal that SAR can use to locate you.
Over here it is only 112 for mobiles but it is centralised in where the signal is recieved not in the closest place, response time is very long.
In general over here 997 is Police, they are well equipped so people phone them first but unless you speak Polish you'd be better off praying
Well i trid it on my phone (old Nokia brick) *3370# results in the phone asking "Change active speech codec?" and if you say OK then it resets itself. 112 is an alternative number for 999 here in the UK (they have it written on the side of fire engines etc) and you can dial it when the phone keypad is locked but its nothing more special than that judging from the posts above!!
I bought Country Walking mag this morning on my way to work, and found a brief review of a new safety device called SPOT Tracker. They claim its the world's first satellite messenger that will allow walkers in areas that are out of range of mobile phone networks to summon emergency services and keep in touch with loved ones. Had a look at their website and it looks like it could be a good bit of technology and not that expensive: (well ) Euro 189, + annual satellite service fee Euro 89.
