Went in to a Morrisons petrol station today and they are having a special on LED torches. Only £2.99.
Not the best torch in the world, but it's a bright light, good size, comes with batteries and at £2.99...well, can't complain really.
Check 'em out.

There's lovely ones of much the same type at Poundland, but in pink!

Poundland normally does the 9 LED torches every so often, which is about as cheap as I've ever seen them. On the other hand, Blacks stock the same thing under the 'Eurohike' brand for £9.99!
 
I got my favourite torch from a model railway exhibition, shockproof, waterproof, LED, good battery life and only £4.50. The number of LED's in a torch are not the most important factor; the strength of the LED's and how they are utilised are most important in my opinion.
 
Have a look at 'ultrafire' LED torches- they are about £12 if you look around for the 501 model, but are increadibly bright- running off a single high performance LED. They far outshine my (non LED) 3 D cell maglite. Different brightness settings etc. Availiable from ebay, or from various chinese based websites. I think they are a copy of surefire type torches.
 
i got a 3 AAA battery 9 LED torch from wilkinson, rubberised effect plastic body, £2.17, it's bloody marvelous! i have maglite converted with a carpy nite eyez led which is pap, and this little job is really good.
looks like a surefire thingy as well.
 
Buy cheap, buy twice.......It's false economy especially when they take 3xAA's.

I have several poundshop type lights dotted around the house and only used to buy cheap ones. but I only really use either the Quark 123^2 Tactical on my belt or my Fenix P1D in my bag.

Check out the Fenix Eo5 for an inexpensive, small, bright flashlight which runs on 1xAAA battery. (there's a cheaper, not so bright version; Fenix E01)
