Good question, Slowworm. I'm 5'10" with 30" inside leg and I've set the saddle on my bike just a fraction above the lowest setting. At a wild guess I would say that 28" inside leg measurement is minimum for getting one's feet ( probably just one foot) on the deck while sitting on the saddle.
The bike spec does seem strange I agree, although the fact that it is 'Step Thru' makes getting on and off easy, which is what I needed after leg injuries.
Probably the safest course is to visit a Dealer and do an actual sit on trial of any bike that you consider buying.
