As above, Fresnel lens are great for firefighting and handy for first aid. They take up no room.
For water filtration, how about coffee filters? They fold up to almost nothing and can be used as tinder even after use if you dry them out.
As many items as possible in a small kit should have multiple uses.
Potassium permanganate can be used for firelighting in conjunction with glycerin, can be used to treat fungal infections and can be used to treat water so no need to have separate purification tabs.
