I've never tried it but one problem I can foresee with primitive arrowshafts is inconsistant diameter. This jig works by having a tight fit on the shaft. Having said that it would probably be good on over the counter shafts.

Boring old thing that I am, I just eye-ball my cock fletch at right angle to the nock, and space t'other two equi-distant between.

The ones pictured are pine dowling, used on lighter draw weight bows. The self nocks are whipped to give extra strength, and I have been known to smear some superglue in the nock to really make them secure....
