I take it you want it to be a legal slip joint? I'd suggest a look over on British Blades, I believe there is a group buy on a legal slippie at the moment.

A slip joint is folder with a spring which doesn't lock (the joint slips).

This is the one being discussed over on British Blades for a group buy. The blade length is under 3 inches, although it doesn't say on the auction one of the guys has the same knife and measured the blade. It is just the job and the wood looks very nice. Plus, only half the cost of your budget, and made in D2 steel which is very abrasion resistant.
This will make it a bit more difficult to sharpen in the field, but if you sharpen at home who cares! The D2 blades will apparently be fine if you regularly strop them. If you wait for it to go blunt, it'll be a pig to set right again. It's not quite stainless, but it will survive better around water than a carbon steel.
I'm sorely tempted to get one myself!

If it locks, it ain't legal without a good reason (and safety is NOT a good reason, apparently

Locks require a valid excuse to carry as an EDC.

That is a liner lock Matt, again you need to have a good excuse to carry one over a slip joint. Think of your grandads' penknife.

How about the Spyderco UK Penknife? That is a legal slip joint. Basically, most Swiss Army Knives are slip joint knives. You don't need to press a button or move a catch to be able to close the blade.
I got one of these and spent under 5 minutes with a file on the lock mechanism... it's now a stiff slip joint and legal.

I just noticed that... could be a result.
To make legal, undo the screw with a slotted screw driver and the top catch lifts out. File the little notch down a bit and replace.
couldn't really be easier and I guess if you wanted to, you could just remove the catch completely and keep it safe in a drawer to make a locking folder at a later date.
