i echo the concerns of previous posters. history time and time againt proves that governments take baby-steps to achieve their ultimate aims, so as not to alarm the general public/civil liberty watchdogs.
I call it the totalitarian tip toe method.
A great example is the post-ww2 European Economic Community agreement "just good for jobs mate". 63 years on and it's now the largest superstate on the planet - EU.
