ID an odd thing?

Right, does anyone know what this is? If I was going to guess I would say that it is some kind of spider's nest. It seems to have been colonised by some other insects though.

Any ideas?

Looks like an old spider nursery, no?
Although it does seem to almost have scabs on it...
