Can anyone suggest a good quality Digital Video camera suitable for some rough and wet handling outside ( maybe low light features? ) I want it for doing Youtube vids and that sort of thing.

Solid state malarkey.

panasonic hm-ta20, waterproof dustproof and drop proof.

Not the greatest image quality but you can't have everything. Shop around and you could find one for under £100.

Kodak Playsport x5. Shockproof, waterproof, small, full HD 1080p recording.

You can buy a magnetic wide angle conversion lens for about £3 and it's just ridiculous for the price of the whole setup. Spare batteries and cards are also quite cheap these days.

Not great in low-light conditions though.
