Do a search for the British Blacksmith Association. You can also follow the link from the ABANA (Artist Blacksmith Association of Norht America - they are actuall world-wide) web site. These all have For Sale and Wanted classified ads sections, and lots of links to businesses and local groups. And once you make contact with a local group or people near you, it will amaze you to see all the possible tools that have been ... scrounged up.
The cheapest/easiest electric blower I have ever found is that $10 usd gun-type hair dryer you can find at any discount department store. They usually have two speeds, and it doesn't matter if it heats the air up first. They are basically a squirrel-cage fan/blower. I have used them on coal forges, but they work very well on gas forges. And the more way more air than you need. Attach a little swinging plate on the side to cover up part or most of the air intake. But I have also just used duct-tape to cover up most of the air intake holes - pealing back a little bit at a time until I get the air flow I want. The sliding/swinging cover plate just works better and is easier to adjust. You do need to kind of protect the plastic nossle a little from any heat conducting back through the iron pipe from your forge. And if (when) it dies, a replacement is readily available - and still cheap. The hardest part is figuring out how to attach it and hold it in place. (I used duct tape.)
You might also want to pick up some flexible metal pipe from the auto parts store - generally used on engine exhaust/intake systems. This helps you tweak things around as you are trying to fit your blower to your forge - without having to bend rigid pipe.
