What bird made this ?

I don't think it was a bird of prey as they don't swallow birds whole (not sure about owls) & unlikley to eat the legs anyway.
A large sea bird such as a great black backed back gull or most probably a skua as mentioned on the forum would be my guess too.

I've seen the throats of gulls open, they could swallow our Gill for instance!

Birds of prey as said, will pick on the flesh.

Owls will pick but mainly swallow vole/mice size mammals.
