Thought this was chamomile but now not so sure

I've had a plant in the garden since we bought the house in 2007 and remember being told it was chamomile.

However, the flowers don't look anything like chamomile daisies - just don't have daisy like petals:

It looks more like cotton lavender to me.

My guess would be santolina.

Looks like you're both right! Good job I didn't try making tea from it - it's used as an insect repellant! Thanks again, experts!
