Strange tool identification please...

Spotted this thing in my local tool sales place last week, I'm usually fairly good at working out what things are for but that one had me stumped.

Anyone know what it is and what it does?

Looks like a tap-rot puller for sure, but the modern one I have is way less substantial, which makes me a bit hesitant on the ID

Yup, it's a dandelion or tap root grubber. Hated using them when I was a gardener as it's back breaking work grubbing out the weeds
