question about sheaths

Am I right in thinking that on those scandinavian sheaths where there is a strip of leather that goes right round the top of the sheath, with small holes to thread it in, that the strap tightens the top of the sheath to grip the knife in place? Or is it just to hang the knife and nothing more?

Its to hang the knife but as a byproduct it also tightens around the knife.
