I'm sure Wikipedia will be able to tell you more than me but as a lot of SE Asia follow the Buddhist calendar this is just new years celebrations.

Typically involves spending time with elders and, as water is used as a sort of blessing by the monks, there is a massive water fight (not necessarily with the elders or monks )
