I remember mine as a scout.
No hip belt, my brothers did have but it was nylon webbing so dug in to his hips.
I bought a Berghaus Cyclops Roc as soon as I could, couldn’t give the frame rucksack away!

One major point for external frames is that generally it allows flatter packing meaning Cg closer to one's back. Internal frame tends to allow the sack to balloon into a near circular cross section, there are exceptions. Fighting the ballooning requires either internal walls or the usage of packing sacks (my preferred method in these circumstances). These narrow internal frames are good when skiing, allows your arms to move.

I, too, use packing pouches. Thin silicon nylon pouches with zippers made by Kifaru.
