I am surprised that no one has mentioned "Frosts Clipper" as yet. It's a cheap and cheerful fixed blade that's used by many on here.
As to a folder I can't really help as nearly all of my folders are locking (they are looked upon as being a fixed blade within the eyes of the law). The only non locking knives / tools I now own are a leatherman juice xe6 and a Swiss Army Spartan.
