Cheap Country in Europe to Mull about in ?

The last few winters have been milder I feel, lots of snow in places but things have not been as cold as they have been.

I have some friends who " camper van" a lot in Estonia and rate it very highly. Northern Greece is a beautiful place to wander and much overlooked.
