I've acquired a rusty old bill hook which turns out to be a spear and Jackson. I know theyre not meant to be that great but as it seems pretty old I wondered if the steel was better back then?

It's marked Spear/Jackson and seems to have a number 9 stamped on the blade too.

Just wondering if it's worth redurbing?
 
As much as anything a good opportunity to practise making and fitting up a handle especially if its a socketed type rather than tanged type. The ebay store bought handles are too small. I always think a billhook needs a decent swell at the end of the handle
