best synthetic waterproof material for shoes

I have recently wanted to make myself a pair of mukluks And I noticed mukluks are no good when it comes to wet or slush. I plan on using these as more of a city roaming thing and I need them to be able to hold up against rain. But this also means they don't have to be super warm, just enough to protect me from pretty cold east coast winter weather.
So I was looking for a good waterproof synthetic material that I could make them out of. I would like it to be somewhat flexible and to breath a bit. The only thing that came to mind was goretex but I'm open to everything. Also if you think I could do better with something other then a mukluk I'm open to that too!
I'm going to get some vibram 4mm cherry soling to put on it so its going to be in the spirit of barefoot, thus the flexible qualities needed.
