The BOB concept comes from the military AFAIK. When you're carrying your big bergen across country and get hit up by the enemy, you ditch the main pack and "bug out" with a smaller bag that contains essentials, which in the military might include radios, some food, water, survival supplies etc.

That would be your belt kit. We had 2 levels of kit to carry 1 was CEFO (Combat equipment fighting order) belt kit & 2 CEMO (Combat equipment marching order which is belt kit and bergan) you never went more that 2 feet from your shell scrape without wearing your CEFO if you got bumped and lost your bergan (CEMO) your still had enough to survive and fight for 24 to 48 hours. I still go by this and have a belt kit that I can live off and then add a patrol pack or bergan depending on how long I stay out.
