Are the Judo point (spring wire to catch in grass) and blunt arrowhead designs legal for use in the UK? (not hunting)

Yes, both are. Judos were design to stop arrow loss in grass at field shoots - they make the arrow end upwards. Blunts are just that - blunt! Often used for popin-jay shoots.
