I should clarify- as John says- the best budget sharpening system is probably the wet and dry option. My info was for budget waterstones. By the way i have the waterstones, but now usually use wet and dry and a mouse mat!
But wet and dry worns out fast. Japanese waterstones are expensive but there are other water stones. Living in France I bought a Pyrenees (http://pierre-a-aiguiser-naturelle.com/spip?lang=fr) sharpening stone for around 6£ and it is pretty much as good as my Japanese one. And much more durable than wet and dry.
250/1000 might be a bit coarse. For the rare occasions you will need 250, you might indeed just use wet and dry paper. Japanese waterstones hold a more distinct advantage when you go into finer grits I think.
i've got the Axminster japanese 1000/6000 and it is brilliant. a good tip is to hold it still in a board with a few pins and remember to flush the surface regularly.
