What would best option to water proof this old framed pack ? The water does run off but also seeps through. I could just throw everything in black bags I guess at a push

Given you don't need to worry about breathability, Fabsil it. But also use a dry bags for kit you need to keep dry/rubble sack as a liner; I do that regardless of how new the pack is as leaks can happen.

I too was about to say Fabsil.
Nikwax is good stuff, especially for keeping breathability, but for something like this, I'd seal it, and give the seams a double dose.
