I think his quote is correct, the quotation written in black and white just lacks emphasis on the words. I think he is asserting you can not. Like you shout at a kid when doing something he shouldn't.... "you can NOT do that!!!". That doesn't mean that the kid can't physically do it, but that it is unneccaptable to do so. Same goes for Rays quote.
