Temperature rating - bouncing bomb

Yes if you are referring to the temperate bag issued in the 90's to replace the 58 patt bag then yes, they are very very good bags although bulky. Apparently rated to -20 but fully clothes maybe more. The marines were issued an outer bag to increase the warmth rating of the temperate bag before the new arctic bag came, this was called "lightweight bag sleeping" and was only issued to the marines as far as I know, it could be used as a summer bag on it's own or to supliment the temperate bag in Norway. Never used them in Norway but great in the UK .

As far as I'm aware there are three issue sleeping bags at the moment

1/ Arctic issue full zip. Excellent bag well worth getting although somewhat smaller sized, comes in medium and large (long or medium length), some are made by snugpack.

2/ Temperate cold weather bag- the bouncing bomb as you mention comes in either full lenght zip or half zip depending on year and who manufavctured them. Again very good bags although bulky.

3/ Warm weather sleeping bag as use din the gulf, this replaces the old jungle bag and the lightweight sleeping bag.
