Is the elf cup growing on an old bit of yew? I usually find it on dead or wrotting coniferous wood.
The other looks like that strange ectoplasm stuff or a slime mold.
Elf cup grows on what is called brash - twigs and branches that have fallen to the ground, and started to decay. It can handle pretty wet conditions. It seems to be at peak abundance about now, and will be gone by summer.
