anyone know if it is possible to get buckles for 25mm webbing where both the male and female are adjustable i.e. both can be threaded on rather than having one sewn in place?

They do exist in the size you want 25mm( 1 inch) ....they are called 'dual adjust side release buckles', I've only seen them on USA sites though....if no one can tell you where to get them, try Googling, you may find what you're looking for.
