Have you had a look on Shark Designs, they have rope lighters on there. without the flint wheel though. I'm sure I've seen rope lighters on some of the LARP sites. Will have a trawl through.
I have a feeling that one you pictured is made from a spent bullet case. I take it they need no fuel and just uses the fibres and the sparks to get going?
You could make one for sure, bullet case and a clipper flint taped together!

I think this is what you mean. They used to be popular with sailors because they actually workbetter in the wind. I'll have a look around in France next month to see if they are still readily available and report back. I might be persuaded to do a group buy if they are fairly cheap.
if you don't have any spent shells you could cut up a used CO2 capsule, there's a type of spout/neck that could allow for a decent thickness rope and pelnty of room inside to hide it all! got some laying around fi you want any, just cover postage

I've a load of suitable rope, and can send some salt peter to soak it in if you want a good light off the sparks....

these things are still in use in Spain. Price is between 3 to 5 .
I had one and they are great for any outdoors activities specially in windy days: the stronger the wind, the bigger the spark!!

You'll need a lid. The Spanish ones come with a lid on a hooked spike that you shove into the rope. When you're done, pull the end of the rope and the burning end is drawn back into the sleeve and the lid shuts. To reopen, pull the lid off and it draws the rope back out.
I'm sure I've seen them for sale somewhere.

Been thinking about this. Id be tempted to saw the bottom off a steel pill stash and thread the rope up through. you can still use the lid to extinguish then.
