Restricted selling?

The article above refers to "...non-domestic knives.." and a licence for the seller. Will this include some of the people on this forum and BB who sell knives they have made? How about the private selling of knives?
The exemptions to sales of swords seem to be for
"Highland dancing, museum displays, historical re-enactments, fencing and martial arts. " but there is a lot of talk in the article about non domestic knives.
