Hi, I spotted this on my drive today.
Not sure if its Cow Parsley, Sweet Cicely, Angelica, or wild fennel
I know its neither hemlock or fools parsley
Any help would be appreciated

Hi Mate,
not too sure. You are right in what its not, and also, it is not wild fennel, Angelica or cow parsley. It could, potentially be sweet cicely, but impossible to tell on the one picture. i would need to see the stem close up, its markings, cross section etc.
Umbelifers are so difficult to id at the best of times.

or; robin harford on youtube , hemlock vs cow parsley.
these guys will certainly help in your id process.

If you pass that way again, then don't forget to use your sense of smell - crushed sweet Cicely has a strong aniseed smell. If you rule out sweet Cicely then it won't help much with further ID. FWIW, if I was to take a guess, I'd say it is Cow Parsley.
