Yes that is a small bear, they do climd better than the older larger black bears, the word is better; all bears climb even brown one but to a lesser degree. Pumbaa if that was your food it would be gone that's all. When I put out my food bag in between trees: first is a horizontal line set as high as you can (the thinnest nylon line that will do the job, makes it harder to hang on) between 2 trees tight enough to avoid the food bag to sag to the ground, then a vertical line about half way or over a depression in the terrain. Throw the pulley rope over and tie off foodbag (I add dangling jingle bells to the outside), haul it up and leave it 4-5' hanging (to make them stretch out if they are smaller and or balance ackward if larger). If a bear wants your food he will figure a way out given time and hunger, like a determined thief a lock is only a delaying tactic. By the way the jingle bells jingle are loud enough to wake me and then I make my case to the bear why it is my food and not his, a sling shot with a marble applied to his back side will usualy settle my claim. Might be wise not to put all your food on the same line, I sometimes use a canoe set a drift off shore makes it more difficult for the bear but not impossible bears swim very well think whatever you can do bears can do.
