Go to a local steel fabrication company,ask if its possible for someone to make the following.
2 Stainless steel rings about 1 inch high and a good fit over your flue a couple of mil clearance is fine,18 inches or there abouts of thin stainless tube 3 to 4 inches bigger than the flue.Get them to weld spacers (3 top and 3 bot) from rings to outer pipe.
Set tent/stove up and work out where you need your heat shield positioned mark it and put some pop rivets into the flue pipe where the bottom ring is,the rivet heads will stop it from falling down the flue.
