I have never liked chest rigs, was always in love with my webbing belt kit.
That was until i got my Osprey body armour rig, its more comfortable than a belt kit and doesnt rub around the waist like they do.
Plus it allows me to add or remove the armour inserts so it keeps the prepper in me satisfied as well.

I was at a carboot this morning and there was a guy had a dpm one of a similar design , I bought a dpm combat vest with a 3 litre camelbak for £20. I only wanted it for the camelbak .
I'll be back there next week and see if he still has it ,should be about the same price .

Its basically a copy of the original Eagle Rhodesian Recon vest
Loads of Airsoft copies out there these days, not sure you'll realy want one if all you want to add is a molle panel and a handwarmer - they are pretty bulky setups designed to carry armour plates and loads of gear
have you already got the gear in the pic you've linked?
if you have I'd look at rigging it up to a Tactical taylor mini Mav instead
