Well, Without doubt its a Wetterlings from the stamp - so a really good quality axe. I suspect if its blunt you should give it to me ;)

No really - thats a beaut - a good sharpen = a great axe worth £30 - £40

Well,

I don't even own a file, and i spent two hours with a diamond stone on it and got nowhere! I soooo need a little workshop!

Looking down the handle it doesn't appear to be completely centre.

Really mate its not that hard althought it takes a fair bit of effort. It would have to wait till March as I am mostly bushcrafting and shooting through the winter months, but I'd happily do it for you. All you need is a b*stard file, fine metal file and some wet & dry. You could buy all the gear you need for about £15 in Robert Dyas - down the side alley in Winchester on the way to Mickey Ds or B&Q in Eastleigh sell all that stuff. I can talk you through the process step by step (you can clearly take pictures so I can watch how far you have got and comment). Or wait a few weeks and I'll do it for you. Your call
