Home made steel of fire?

I've got a ton of wood-shavings. What would be a good treatment to use on them to make them more flamable, but also to have it so the treatment doesn;t evaporate, as I imagine something like meths would. I was wondering about petrolium jelly warmed to liquid then allowed to cool once soaked in.

Anyone done similar?

It's actually a big bag of wood shavings we used to line the Gerbils' cage until (not so)sadly, they moved on to a better place (natural causes, I hasten to add).
It's all bone dry.
I suppose it's not so much that I need to do it, rather, I have this big bag of wood shavings staring at me and I keep thinking - I can do something with that.
My wife shakes her head when she sees me collecting the drier lint.
You have to laugh.
