War dept arrows & 1939 date on the leather. anyone know exactly what it is?

It's not actually a "jungle" machete, it's just a machete - they were issued in every theatre and especially to Vickers MMG and Bren LMG groups to allow for brush clearance in siting weapons.
 
Nice one I like, please dont take anythng abrasive to it to take the rust off....... oil it and use it :)
 
Unfortunately, so does canvas.

Yes it does, I saw my uncles machete/sheath made by Martindale after he came back from Malaya about 1958, however non rotting plastics were a few years away.
strangely his high canvas jungle boots with strategically placed holes to let water out were ok he wore them for a few years.
