I needed one tonite but got a Hghlander pad at the Green Welly Stop  in Tyndrum on Monday. So have a pad but no pencil, just a wee stub.

Rite in the rain http://www.riteintherain.com/ is good, does what it says on the tin. Normal pen / pencil works fine, including rubbing out the pencil with a normal rubber.
Not sure why you want chinagraph? They're usually used on laminated surfaces - being water soluble they wipe off easily. Useful for quick note-taking - if you do want them any pilot shop does them. Transair for example.
They do smudge easily though, just swiping your hand or clothing or something over it. If notes outdoors is what you're doing you might want to try permanent markers. I use them to write on laminated maps and small plastic pouches on a kneeboard, smaller versions of what you get in presentation folders. Waterproof, doesn't smudge but wipes off really easily using petrol, nail varnish remover or a spray of deodorant as a solvent.
