IMHO go big from the off
Do the full license in one go then you can buy a bigger bike, albeit restricted, which you can then de-restrict when allowed. This will save you the agony of losing money on trading up bikes as your entitlement improves.
Mine is 19 years old and only 56hp but it lugs me and camping gear all over the UK and Western Europe
