Advice on protection of birds of prey

I stood lower down on the side of Clougha Pike for 10 minutes watching awe struck a hen harrier hunting. It's the symbol of the forest of Bowland. However i believe a gps tagged male just dropped off and disappeared in the area. Suspected foul play. No sh1t Sherlock! Bloody monoculture that is shooting estates up there has one benefit, good for hen Harriers if you can just stop the estates and their agents from harming them. I'd go draconian on the owners of the estates for every transgression carried out by anyone working on the estate. Lock up convicted perpetrators but have the owners sat next to them in court and in the next cell to them if the agent is found guilty. I've no truck for those who harm birds of prey or those who benefit from the actions of those who harm them.
