You use it to poke strips of Rags through a piece of cloth in rows- as others said before to turn the piece of cloth into rugs. A lovely old, traditional tool

Its very nice but I fear the rug will have holes in you can drive a car though.

The pieces of rag that are used to make the rug would be something 1/2" wide and a bit less than 2" long. They are looped through a gauze with very coarse mesh. My grandfather made literally dozens of rugs like that and he even made a carpet for the stairs (which I have in storage somewhere, still waiting for the French joiner to get the mezzanine staircase done).

I have the tool that granddad used too, it's just like your one (but in much better condition despite several decades of use).
