Not outdoors, but 2 tyre levers for bikes. Mini crow bars 99p each, so I had one for each hand. Some of the most useful tools I've ever found used in conjunction with each other.
 
Just after christmas I got 10 white christmas tree lights. Powered by 2xAA batteries, but produce enough light for a tent. That included my 4m bell tent. I'll buy another set this year (although the others are still working fine.
 
3 Bull Brand gas lighters with LED lights. I've been suprised at how many times I use the handy little light in the end of the lighter.
 
10 litre collapsible\folding water container with tap - Poundland, it has had at least 6 outings and I would miss it if I did not have it.

1\2 litre aluminium bottle containers, for fuel or hot water bottle.
 
Headtorch with 9 LEDs AND batteries. Out-performs some of my mate's £80 torches.

I do love those tin/lighter/papers firelighting kits too!
 
Yes it's a concern that these cheap items may depend on cheap exploited labour.
However, they clearly also buy up job lots/"redundant" stock - I got close-up specs still with Boots' £22.50 labels on them for £1.
 
Reflective sunscreen shade for a car windscreen. They are essentially just a piece of light foam with a foil type backing, but they are incredibly useful.
I always take one with me to use under my inflatable mat to add some warmth and puncture protection to the mat, at 50g or so it's a no brainer for me.
I've also used them to make pot cosys and have them behind most of the radiators in my house.

The stainless steel roasting tins are good for making diy pot lids too.
