Your best chance would be somewhere like https://www.forsvarsbrukt.no/ or http://www.cato-ringstad.no/contents/no/d1.html but any Norwegian surplus I've come across is eye wateringly expensive (second only to Irish DPM). There are no bargains to be had from Norwegian surplus.

Perhaps the Canadian army do something similar? Basically want tough waterproof that's non camo and non £400.

Norwegian army gore tex is a fairly recent fad . Too new to have reached the surplus market.
And if the quality is as bad as I`ve heard it is, there will be no surplus at all.
