Where is the best place to get leather, I tried the net but all I can find is this leather and I want it to make sheaths. Would off cuts from shoe leather be any good?

Google for leprevo, they do good stuff and a huge range. They don't have online ordering, or didn't last time I ordered some. Or if you only want a small amount try here or here .

They are good for leather, again no online ordering but a quick phone call and they will deliver. They are well priced or were when I used them, about £1.80 ft for 2.3mm veg tan.
