I have asked my daughter who is into falconery, she says it's a Sparrow Hawk. Its either got wet feathers or was not too well when you took the photo. And she did not think it is a young bird either.

When and where was it taken?
It looks like it has a very smallish head compared to the rest of it's body but that may be due to its moulting stage. Because of its small head a honey buzzard could be an option. They are not widespread in Britain so the locality could be important in determing what species it is.
Nearly stuck the truck in a ditch yesterday lunchtime when I saw a tawny owl in a tree at eye level, a little further on three shelduck in an orchard. As I got on the motorway two roe went gamboling across an adjacent field very distracting.
