New army sizing is terrible seems to have changed from the dpm days. Always go 1 size up.
The top you show has a reputation of sticking to other clothing because of its own inner fleece, especially another fleece.

I thought that those new tops were meant to go on as the second layer, over the base layer and were supposed to be like a Buffalo shirt?
That's how I wear my cool weather jacket; over the lightest and thinnest Patagonia base layer; almost but not quite bare skin, then the high loft shelled jackets or the poly-cotton smocks over that.
