If you use a very pale blue try laying a darker one next to it, or yellow. Red will make both 'dance'.

Icy blue colours need a deeper blue in the mix to work well I find.
One of my friends spent a fortune in Brora buying the most beautiful tartan weaving yarns. Spent ages warping up, and only when she had done so and woven a fair bit, did she stand back to look, and realised she had woven mud. Wonderful colours that muted each other out so successfully that nothing stood out. Truly disappointing.
Tartans work because their structure enhances each colour. Contrast is as important as 'matching' colours.
